In the top homeless news stories for this past week, The City of Fresno has a new mayor and a new program designed to move persons experiencing homelessness from encampments along the freeways and into housing.
The City of Novato up in Marin County cleared a homeless encampment from a property that the city intended to sell. Now, one of the residents of that encampment is filing a complaint against the city based on a 9th District Court of Appeals finding that prohibits municipalities from enforcing camping ordinances and clearing encampments from public space when there are not a sufficient amount of shelter beds available. Can you guess who is in the right here.
This past Tuesday Sacramento City Council passed a “ Safe Ground” emergency ordinance that would allow for city-sanctioned camps in the city where persons experiencing homelessness can sleep in a tent, a tiny house or their cars. The next step in Mayor Darrell Steinbergs master plan for homelessness is to determine the locations of these safe zones to be determined by the council members for each district.
The L.A. County Public Health Department has issued its second annual report on homeless mortality. Drug overdoses have been the top cause of death among homeless persons since 2017. In previous years, methamphetamine has been the number one drug in lethal overdoses. In 2019 – 2020 the drug that contributed to the highest number of lethal drug overdoses was fentanyl. The number of fatal fentanyl overdoses doubled in the first 7 months of 2020. We review the other information from the report and we will review steps that are being taken by Public Health to immediately reduce the high mortality rates.
We will then speak with this week’s special guest, Mike Schaub of Social Model Recovery Systems and he will share some of his knowledge of recovery with us.
